In 2017, the Houston Collegiate Summer League (HCSL) looks to hold yet another highly competitive summer of amateur baseball.  Players compete for bragging rights over southeast Texas' newest premier summer collegiate wood-bat league and for an opportunity to compete against some of the nation's premier programs, with a bid for the National Baseball Congress (NBC) World Series in Wichita, Kansas.
 
The HCSL is celebrating its 2nd season by expanding the league to feature ten baseball clubs that will play a 27-game regular season.  The HCSL and its baseball clubs are focused on player development and preparation for the next level.  The league will play its’ games on several of Houston's best ball fields. 
 
As part of the HCSL commitment to growing and setting the HCSL apart from other similar summer leagues, the HCSL has partnered with the local area MLB scouts to add a player’s evaluation program.  This program not only creates visibility for the players who participate in the league, but also creates development programs and opportunities to improve “playability” skills necessary for success back with their school programs and potentially for the next level.  
 
The HCSL also provides college location and transfer assistance programs for players moving from 2-year junior colleges to 4-year colleges or for recently graduate high school seniors looking for opportunities to attend college.  
 
Most of the players who make-up HCSL rosters, are made up of players who grew up and graduated from Houston area high schools and now are playing for colleges throughout the US.  The HCSL also provides players who must remain in the area to attend summer classes, the opportunity to get competitive work in.  The HCSL by partnering with local host families, as available, do offer housing options for out of state players who seek a league focused on their development.
 
Each team is responsible for fielding its roster, and in many cases, teams start recruiting as early once the previous season has ended.  The HCSL league office will take in applications up to May 21st, while some programs within the league may add and subtract players throughout the summer.  Players who register after the deadline may be added by teams if space if available.  In 2016, the eight team HCSL had ~225 players, with ~50 joining after the deadline.
 
Non-recruited players are required to fill out the registration application, attend the league's open workout, and be drafted.  Players who register by April 1st, may be selected by a program prior to the league draft according to roster needs.
 
In 2015, the Westchase Express program won the South Plains Region AABC Stan Musial World Series Championship.  In 2016, the NW Wildcats and the Gulf Coast Stan Musial League was re-launched as HCSL.  In its inaugural season, newly formed Extreme Heat ended the summer as the post season HCSL champions, victorious over the Texas Cyclones.  Regular season champions were the Houston Red Dogs and the Katy Collegians.  2017 looks to even be better and more competitive.
 
In 2017, HCSL has added three teams and four playing venues.  Returning teams include:  Diamond Athletic Baseball Club Baysox, Ft. Bend Texans, Extreme Heat, Houston Red Dogs, Texas Cyclones, and Westchase Express.  Added teams include:  Pearland Cardinals, Friendswood Reds, SW Houston Blue Chips, and Azteca Baseball Academy.  HCSL level of competition and dedication to a good quality league, makes it stronger than ever.  Although the loss of NW Wildcats is unfortunate, as Coach Jack Schulte served as the beacon for the South Plains Region for more than 30 years, the future is bright under the new leadership of the Westchase Express Inc. organization and the soon to be formed League Committee.
 
New and exciting in 2017 is the affiliation with MLB alumni and area MLB scouts.  With the addition of these strategic partners, HCSL will be able to provide in-depth player evaluation and development, not seen in other amateur programs.  With the help of MLB experienced evaluators, instructors, scouts, and trainers, HCSL is primed to become a premiere player development league and that allows collegiate programs and coaches to receive updates throughout the summer.
 
HCSL will also expand on live broadcasting of games, to include live streaming of weekly highlighted games through Dr. Michael Prince and the Open Mic Broadcast Network (OBN-Radio).

  • DECEMBER 31st - TEAM APPLICATION DEADLINE
Teams and/or Programs looking to submit applications to join the HCSL must have their application(s) submitted by December 31st, 2016.  No applications shall be accepted after the cutoff date.   • MAY 1st - TEAM FEE(S) PAYMENT DEADLINE
Team League Fee(s) are due by May 1st each year. Team(s) must notify the League Office 2-weeks prior if an extension is required.  Team(s) that do not request an official extension or fails to make payment will be stricken from League schedule. Payments shall be made by mail, in-person or online.  Online payments will be handled through the Westchase Express website: www.WestchaseExpress.com. 
 
  • MAY 15th - OPEN DRAFT PARTICIPATION APPLICATION
Player's who wish to play in the HCSL and who have not been picked up by a team or program, will be required to submit a player's application and contact form by May 15th, 2016. Once received, players will then be requried to attend the "Open Tryouts" at which time they shall be eligible to be drafted. All players must be prepared to make full payment to the team for which the player is drafted by.  Fee(s) for players drafted will be $550, no matter which team or program selected by.

  • MARCH 1st - HCSL LEAGUE SCHEDULE TO BE POSTED
HCSL shall post on March 1st, 2017 its Official League Schedule. Teams and their coaches shall receive an email for their confirmation of receipt of the schedule. Team(s) and/or coaches shall have 15-days to request or submit changes to the schedule.  
 
  • May 29th - 1st ANNUAL WCE / HCSL CHARITY GOLF TOURNAMENT
On April 2nd, from 10:00 am to 4:00 pm, WCE and the HCSL will hold its 1st Annual Golf Tournament at Golf Club of Cinco Ranch.  As part, the MLB Alumni and various NFL Veterans will participate in the celebrity golf tournament. WCE is still accepting various whole and gift sponsorships.  Teams will be able to register through this link, which is to be available by January 15th.  The tournament will be "best ball" 4-man teams.  Each team will be assigned 1 MLB or NFL celebrity who will play as their 5th man.  Team registration costs will be $500 (or $125 per golfer).   • MAY 20th - HCSL LEAGUE OPEN TRYOUTS & PLAYER EVALS
On May 20th from 10:00 am to 2:00 pm, the HCSL shall hold "Player Evaluations".  From 2:00 pm to 2:30 pm HCSL teams shall hold a draft of the non-assigned player(s) attending. Fee(s) for players that are drafted shall be $625 and be due upon being selected by a team. In the case, a player is not selected to a team, the HCSL may refer the player to another league.  
 
  • MAY 23rd - HCSL LEAGUE OPENING DAY
The HCSL shall begin league play on the 23rd of May. Game(s) to be posted and followed on GameChanger.  
 
  • JULY 28th - THE MLB SCOUT ALLSTAR ROSTERS TO BE POSTED
​The MLB Scout Allstar Roster will be posted by COB on the 28th of July.  Player's shall be notified prior to posting.
  
  • JULY 31st - HCSL LEAGUE MID-SEASON ALLSTAR GAME
​The HCSL shall hold the 2nd Annual Allstar Game on the 31st of July. The allstar game rosters will be made up of the league's standout players as selected by the Program 15 and coaches.

    Saturday May 20th from 10:00 am to 2:00 pm, the HCSL will hold an "open tryout & player evaluations". Players wanting to participate in the 2017 HCSL League and not yet assigned to a team shall be placed into a draft at which time they will be selected and assigned to teams. Players not drafted will be placed on a wait list or referred to other local leagues.

Our strategy is to use our "National Pastime" and its life lessons in a positive manner that is dedicated to developing our youth. We will do this by reinforcing teamwork, promoting sportsmanship, encouraging positive leadership characteristics, rewarding dedication and entrusting our youth as they become positive community citizens.

    HCSL demands of every player and parent that participates in the league, to play fair, follow the rules of the game, respect the judgement of officials, and treat opponents with respect.

League Player of the Week
The HCSL will look to recognize our players on and off the field, so on a weekly basis we will update this section with the coaches selection for player of the week.
 
This award will give recognition based on 4 areas: 1) player's performance on and off the playing field, 2) the player's commitment to the league's core values, 3) the player's commitment to his team, and 4) the player's respect for the game.
 
Highlight Player of the Week
HCSL and its League Committee will use this area to give recognition to players with in the league who contribute to the betterment of their communities.
